NEWS: CAPSU holds public presentation, forum for contenders for the next university president

Dr. Magallanes, Dr. Legario, and Dr. Linan are getting ready for the open forum.

Three qualified applicants for the position of SUC President III presented themselves before the students, faculty members, staff, and stakeholders of Capiz State University at CAPSU Roxas City Main Campus Dadivas Gym, Aug. 28.
Dr. Amel L. Magallanes, Dr. Efren L. Linan, and Dr. Wennie F. Legario are the candidates aspiring to succeed Dr. Editha C. Alfon who is set to leave her post as university chief this September.
Dr. Magallanes obtained his Doctor of Philosophy degree at Centro Escolar University in Manila. He served as the Director for External Affairs and Linkages at CAPSU from 2014 until 2020.
Meanwhile, Dr. Linan completed his Doctor of Philosophy degree at the University of the Philippines-Los BaƱos in Laguna. He was Director of Intellectual Property Rights at CAPSU from 2014 until 2020 and has been CAPSU's Vice President for Research, Development, and Extension since 2020.
Dr. Legario holds a Doctor of Education degree. He served as Campus Administrator of CAPSU Roxas City Main Campus from 2015 until 2020; and currently the Vice President for Administration and Finance of CAPSU since 2020.
Before the presentation, Dr. Raymundo D. Rovillos, who chaired the selection committee, presented the general rules.
Each candidate was given ten minutes to present their agenda, including their vision, mission, and goals for CAPSU if elected president.
Dr. Magallanes advocates for a resilient, inclusive, and sustainable university.
“My mission is for CAPSU to be a premier and transformative academic institution committed to being the center of sustainable development initiatives, transforming lives and communities through technology, innovation, and service excellence in Southeast Asia,” Dr. Magallanes shared.
He also showcased his development plan, which he calls P.R.I.D.E. (Premier Academic Institution; Relevant Research; Internationalization; Digitalization; Excellence).
“We shall make CAPSU PRIDE happen!” he exclaimed.
On the other hand, Dr. Linan emphasized the importance of RISE as one CAPSU.
Dr. Linan's vision for CAPSU is to be a leading university of academic excellence and innovation for future-ready communities.
His mission is embodied in the acronym P.E.A.C.E. (Probability, Efficacy, Accountability, Collegiality, Equity).
Moreover, his goals are encapsulated in his concept, R.I.S.E. CAPSU (Relevant Research Innovation; Inclusive Education; Sustainable Production; Extension for Enterprise Development).
“Together, let's RISE as one CAPSU!” Dr. Linan concluded his presentation.
The final candidate, Dr. Legario, envisions CAPSU as an internationally recognized center of academic excellence in public higher education.
His mission is to foster a culture of innovation, scholarship, and global engagement while empowering students, faculty members, staff, researchers, and the community through transformative leadership in instruction, research, extension, and production.
Moreover, his development goals include transparency in management, acquisition of modern facilities for instruction and innovation, re-engineering of infrastructures, and public and private collaboration and partnership, among others.
He also emphasized the recalibration and re-engineering of the new face of CAPSU.
Following the presentations of the three presidential candidates, an open forum took place, allowing the public to hear their responses to the questions raised by different sectors, including faculty members, alumni, students, and private stakeholders.
Highlighted questions addressed the allocation of funds, leadership qualities, student affairs, inclusivity, infrastructure, and environmental stances.
Each candidate provided impactful and compelling answers to persuade the audience why they deserve to lead the CAPSU community.
In conclusion, Dr. Mary Ann Martelino, Vice President for External Affairs and Linkages, delivered her closing remarks.
She emphasized that leadership is not a solitary path, but a shared one that lifts others up.
“The true mark of good leadership is in the growth and development of the people you lead,” Dr. Martelino said.
To end this important phase in the selection of the next president of the university, Dr. Martelino expressed her confidence and belief that CAPSU will be steered by another competent leader.
“Whoever becomes the next SUC President, our university is in excellent hands,” she concluded.
