NEWS: Dr. Linan elected as CAPSU’s new University chief

Dr. Efren L. Linan was chosen to be the 4th President of Capiz State University, a decision made by the Chairman and the members of the Board of Regents, September 3.
The announcement was made public in the Facebook page of Commission on Higher Education Chief Dr. J. Prospero “Popoy” E. De Vera III.
Dr. Linan took his post as CAPSU's CEO on September 9, a day after former University President Dr. Editha C. Alfon ended her term of office.
Prior to the election of the new president of the university, the applicants for the position presented themselves before the students, faculty members, staff, and stakeholders of Capiz State University at CAPSU Roxas City Main Campus Dadivas Gym on August 28.
Dr. Amel L. Magallanes, Dr. Wennie F. Legario, and Dr. Efren L. Linan were the candidates aspiring to succeed Dr. Editha C. Alfon.
Dr. Magallanes obtained his Doctor of Philosophy degree at Centro Escolar University in Manila. He served as the Director for External Affairs and Linkages at CAPSU from 2014 until 2020.
Meanwhile, Dr. Legario holds a Doctor of Education degree. He served as Campus Administrator of CAPSU Roxas City Main Campus from 2015 until 2020; and currently the Vice President for Administration and Finance of CAPSU since 2020.
Dr. Linan completed his Doctor of Philosophy degree at the University of the Philippines-Los Baños in Laguna. He was Director of Intellectual Property Rights at CAPSU from 2014 until 2020 and has been CAPSU's Vice President for Research, Development, and Extension since 2020.
Dr. Linan's vision for CAPSU is to be a leading university of academic excellence and innovation for future-ready communities.
His goals are encapsulated in RISE CAPSU (Relevant Research Innovation; Inclusive Education; Sustainable Production; Extension for Enterprise Development) which aims to foster the advancement and innovation of the CAPSU community.
Dr. Linan’s six-point agenda is summarized in IMPACT (Institutionalization, Melioration, Progressive Management, Advancement, Contextualization, and Transformation), the steps he identified to actualize the RISE initiative.
