In celebration of the National Women's Month via road safety information and driving literacy, a free Theoretical Driving Course (TDC), specifically for women, was conducted at Capiz State University – Mambusao Satellite College by the Land Transportation Office (LTO) Dumalag District Office, March 13.
The activity was designed to give participants basic knowledge and awareness on how to acquire their student permits and ultimately, their driver's licenses.
The activity also complements the government's campaign to encourage safe and responsible driving among all motorists, particularly women who are underrepresented in the transportation sector.
The activity began with an overview by Ms. Charlyn Magallanes, Administrative Aide VI of the LTO Dumalag District Office. She covered vital subject matters like process of registration and renewal of different types of vehicles, step-by-step process of obtaining a student permit, prerequisites and procedures in applying for a professional and non-professional driver's license, and an introduction to basic traffic rules and regulations.
Magallanes stressed the need to know these procedures, particularly for students who are about to apply for their permits and licenses.
Her lecture also underscored LTO's responsibility in maintaining road safety and compliance among Filipino motorists.
Mr. Mario Isiderio, Driving Skills Rater at LTO Dumalag District Office, tackled pre-driving orientation on motorcycles and tricycles.
He guided the participants through critical safety procedures, driving protocols, and technical expertise pertaining to these popular modes of transport in rural and urban areas alike.
During the afternoon session, Isiderio introduced attendees to "DR. BLOWBAGSY", a simple-to-remember mnemonic that is used as a checklist for motorists prior to driving. The mnemonic represents:
D – Driver License
R – Registration of the vehicle
B – Brakes
L – Lights
O – Oil
W – Water
B – Battery
A – Air
G – Gas
S – Steering
Y – Yourself
This safety checklist was received with huge interest, with participants acknowledging its utility in confirming that drivers and vehicles are roadworthy prior to travel.
The program was received positively by students and participants alike, a significant step towards empowering women with the right information and skills in driving and road safety.
It also tightened the working relationship between educational institutions and government agencies in facilitating inclusive access to transportation education.
