Over 5,000 graduates fill the Capiz Gymnasium.

After six years, Capiz State University (CAPSU) once again conducted a system-wide commencement exercises in a single venue, overcoming initial resistance from individuals that preferred separate ceremonies per campus.
The historic 21st commencement exercises was held on June 18 at the Capiz Gymnasium, Villareal Stadium in Roxas City, bringing together over 5000 graduating students from various campuses and programs.
The event opened with the traditional processional, followed by the singing of the Philippine National Anthem and the CAPSU Hymn. A solemn invocation set the tone for the formal proceedings.
Dr. Annalie G. Campos, Vice President for Academic Affairs, formally presented and recommended the graduate and undergraduate candidates for graduation to the University President.
SUC President III Dr. Efren L. Linan then officiated the conferment of degrees, officially recognizing the completion of academic requirements by the graduates.
Governor of the Province of Capiz, Hon. Fredenil H. Castro, the introduced the keynote speaker, House Speaker Hon. Ferdinand Martin G. Romualdez, whose address emphasized support for CAPSU’s institutional development and national relevance.
Speaker Romualdez also urged graduates of CAPSU to lead the country’s transformation, declaring that the future of the Philippines lies in the strength of communities beyond the capital.
“The future of the Philippines is not written in the corridors of power in Manila. It is written in places like Capiz. It is written by graduates like you—who stay, who serve, and who lead with integrity,” Romualdez emphasized.
In addition, he praised the determination of students in the face of adversity, citing their experience with natural disasters, economic hardship, and digital barriers during the pandemic.
“You braved typhoons, blackouts, online classes with unstable signal, rising tuition, and shrinking allowances. You studied in crowded classrooms, or in silence at dawn, while your parents were already out working, or still up from the night shift. You made it. And you are here,” the House chief said.
Speaker Romualdez was honored with a plaque of appreciation by Dr. Linan assisted by other university key officials.
A resolution reading and project proposal presentation by Dr. Mary Ann B. Martelino, Vice President for Administration and Finance, followed shortly.
CAPSU is requesting financial support from the honorable House Speaker in the amount of Php240 million for the construction of a new building and acquisition of equipment and facilities for the proposed College of Nursing at Roxas City (main) Campus.
The estimated cost of the proposed building amounts to Php180 million, covering structural development and other essential resources to ensure the full operationalization of the College of Nursing.
The estimated cost for the procurement of equipment and learning technologies necessary to support the academic and clinical training of students amounts to Php60 million, ensuring the delivery of quality education and the enhancement of healthcare competencies.
One of the most awaited moments was the distribution of diplomas, led by Dr. Linan, Speaker Romualdez, CAPSU vice presidents, campus administrators, deans, and program chairs.
The speech of gratitude was delivered by Khaz-JP B. Padilla, a summa cum laude graduate in BS in Social Work from CAPSU Pilar Satellite College.
Padilla made history as CAPSU’s first transgender valedictorian, offering a heartfelt message on behalf of the graduating class.
In her speech, Padilla honored the countless voices of the LGBTQIA+ community that have long been overlooked and underrepresented in academic spaces.
“This is for those who were told to stay quiet, to sit back, to shrink,” she declared.
In line with the celebration of Pride Month, she also recognized her journey as a reflection of resilience and inclusivity, while acknowledging the support of the University.
“This pride month, I serve myself as a living testament that we can all achieve greater heights regardless of societal norms, stereotypes, and misconceptions. And with that, I commend Capiz State University especially CAPSU Pilar for being an ally and for standing with our community,” she emphasized.
The graduates were then inducted into the CAPSU Alumni Association.
This was followed by a pledge of loyalty led by Peter John D. Fantinalgo, Doctor of Education graduate from Roxas City (Main) Campus.
The program concluded with the rousing CAPSU March and the formal recessional of graduates and officials.
The last time CAPSU held a unified graduation was in 2019 at the same venue with the former CHED Commissioner J. Prospero “Popoy” E. De Vera III as commencement speaker.
The event was a landmark celebration of unity, academic excellence, and collective triumph across all CAPSU campuses.
