Dr. Linan presents his accomplishments since he assumed office as university president.

The Capiz State University Pre-Opening Conference, led by SUC President III Dr. Efren L. Linan, continued today, January 8, at CAPSU Mambusao Satellite College.
The activity served as a venue to discuss important updates, administrative concerns, and the academic direction of the campus, ensuring that all units are aligned with the university’s goals and expectations for the coming term.
The conference formally opened with a welcome message from CAPSU Mambusao Satellite College Director Engr. Ramy Lloyd L. Lotilla, EdD, who emphasized the significance of collaboration and shared responsibility in achieving institutional excellence.
In his address, he underscored the importance of unity and collective effort in strengthening the campus community.
“This conference serves as an important opportunity to align our goals, strengthen collaboration and reaffirm commitment to delivering quality education and responsive services to our students,” Engr. Lotilla said.
He further emphasized the reflective and forward-looking nature of the gathering, adding, “This pre-opening conference is not only a time for planning and preparation but also a moment for reflection and renewal and as use this gathering to share insights, address challenges, and move forward with a renewed sense of purpose and unity as one CAPSU community.”
Following this, the President’s Time was discussed by Dr. Linan, who shared key updates on the institutional direction and priority programs of Capiz State University.
His message focused on guiding the university toward sustained growth while remaining grounded in its core values.
Dr. Linan related his vision for CAPSU to the biblical three gifts of the wise men: gold, frankincense, and myrrh. He explained that gold represents kingship and triumph, frankincense symbolizes prayers coupled with action, and myrrh signifies the erasing of divisiveness in pursuit of unity within the university community.
He also discussed Republic Act 6428, which has already passed its third reading in Congress and is set to be deliberated in the Senate. According to him, the proposed measure includes the satellite colleges of the CAPSU system in the university charter, marking a significant development for the institution.
Meanwhile, Prof. Rommel Sario, System Process Analyst of the Digital Transformation Office of CAPSU Central Administration, presented the university’s digitalization initiatives.
This was followed by an open forum, where participants were given the opportunity to raise questions, clarify concerns, and share insights related to campus operations and academic implementation.
The program concluded with closing remarks from Dr. Lillibeth G. Leonor, the college’s FEA president, who emphasized collective effort and shared aspiration in building a stronger academic environment.
“Together, we can create a very supportive and an engaging environment to pursue our common goals and dreams: RISE CAPSU, RISE CAPIZ. This a dream where everyone can try,” Dr. Leonor emphasized.
The Pre-Opening Conference served as a vital platform to align institutional goals, address pressing concerns, and ensure campus readiness for the upcoming semester, reinforcing CAPSU Mambusao’s commitment to quality education and unified service.
